第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙代會(hui)第一(yi)次(ci)會(hui)議(yi),共收(shou)到提案表126份(fen),經(jing)提案委員會(hui)專(zhuan)題(ti)會(hui)議(yi)審議(yi)后(hou),歸類整理(li)出64件提案、31個(ge)意見和建議(yi)、5個(ge)不立案議(yi)題(ti)。

  具體情況(kuang)如下(xia):(一(yi))對(dui)符(fu)合黨(dang)和國(guo)家政策法規,學(xue)校(xiao)(xiao)(xiao)有(you)條(tiao)件辦(ban)(ban)理(li),又確實需(xu)要(yao)(yao)辦(ban)(ban)理(li)的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an),提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)委員會將(jiang)80個(ge)議(yi)(yi)(yi)題(ti)整理(li)合并(bing)為64個(ge)正(zheng)式提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an);(二(er))對(dui)一(yi)些不(bu)(bu)符(fu)合立(li)案(an)(an)(an)(an)(an)要(yao)(yao)求但有(you)參考價值(zhi)的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an),提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)委員會將(jiang)41個(ge)議(yi)(yi)(yi)題(ti)匯總(zong)整理(li)為31個(ge)意(yi)見和建議(yi)(yi)(yi),匯總(zong)后轉送有(you)關(guan)職(zhi)能部門,逐條(tiao)向提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)人回復;(三(san))對(dui)屬于個(ge)人問(wen)題(ti)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)、或提(ti)(ti)(ti)(ti)出的(de)(de)(de)(de)問(wen)題(ti)正(zheng)確,但已經解(jie)決的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an),以(yi)及一(yi)時沒(mei)有(you)條(tiao)件解(jie)決的(de)(de)(de)(de),可(ke)向提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)人做(zuo)出解(jie)釋的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an),則不(bu)(bu)予立(li)案(an)(an)(an)(an)(an)。(四)5個(ge)不(bu)(bu)立(li)案(an)(an)(an)(an)(an)議(yi)(yi)(yi)題(ti):第(di)一(yi),關(guan)于為來深探望(wang)子女的(de)(de)(de)(de)父母提(ti)(ti)(ti)(ti)供臨時住所的(de)(de)(de)(de)建議(yi)(yi)(yi)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因:學(xue)校(xiao)(xiao)(xiao)西麗湖校(xiao)(xiao)(xiao)區(qu)設有(you)招待所,可(ke)以(yi)滿足需(xu)求;第(di)二(er),關(guan)于建議(yi)(yi)(yi)學(xue)校(xiao)(xiao)(xiao)為各二(er)級學(xue)院單位配備急救(jiu)箱(xiang)的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因:急救(jiu)工作(zuo)涉及面(mian)廣,針(zhen)對(dui)性強,需(xu)要(yao)(yao)有(you)資質(zhi)的(de)(de)(de)(de)醫(yi)護人員正(zheng)確規范(fan)操作(zuo),建議(yi)(yi)(yi)將(jiang)突發情況(kuang)及時報告醫(yi)務室(shi)或校(xiao)(xiao)(xiao)外醫(yi)療機構處置;第(di)三(san),關(guan)于清理(li)辦(ban)(ban)公室(shi)毀(hui)壞桌(zhuo)椅的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因:無明(ming)確地點;第(di)四,關(guan)于修剪學(xue)校(xiao)(xiao)(xiao)內路邊的(de)(de)(de)(de)樹枝的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因:屬于明(ming)喆物業(ye)綠(lv)化(hua)管理(li)日常工作(zuo);第(di)五,關(guan)于校(xiao)(xiao)(xiao)門增加校(xiao)(xiao)(xiao)區(qu)標識(shi),設計(ji)考慮(lv)建筑風水(shui)的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因:不(bu)(bu)符(fu)合一(yi)事一(yi)議(yi)(yi)(yi)原(yuan)(yuan)則,其(qi)中一(yi)事提(ti)(ti)(ti)(ti)法亦(yi)不(bu)(bu)妥(tuo)當(dang)。

  二、提案受理情況

  在落(luo)實提案辦理的過程中(zhong),學校工(gong)(gong)會(hui)(hui)多次召開提案工(gong)(gong)作委員會(hui)(hui)會(hui)(hui)議,及時與有關的職能部(bu)門進行溝通,完成提案處(chu)理落(luo)實工(gong)(gong)作。

  64件提(ti)案涉(she)及到教(jiao)學(xue)、科研、學(xue)生、人事、行(xing)政教(jiao)輔、生活服(fu)務及其(qi)它等(deng)(deng)7個(ge)方(fang)面。其(qi)中“(一(yi))制(zhi)作佩戴校(xiao)徽;(二)開設“書院(yuan)論壇”;(三)推進解(jie)決教(jiao)職工(gong)集資款;(四)進一(yi)步完善校(xiao)園(yuan)無線網絡覆蓋(gai);(五)新增(zeng)校(xiao)區(qu)電瓶車、方(fang)便師生員工(gong)出(chu)行(xing)”等(deng)(deng)5件提(ti)案確(que)定(ding)為2013年(nian)度學(xue)校(xiao)為教(jiao)職工(gong)辦(ban)理的(de)實事。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提(ti)案(an)委員會是雙代會提(ti)案(an)落實的最基本(ben)的工(gong)作(zuo)(zuo)組織。本(ben)著“提(ti)醒重視,溝通交流(liu),推動進程”的工(gong)作(zuo)(zuo)原則,對(dui)與(yu)多部門相關的提(ti)案(an),注重組織協調;對(dui)常規提(ti)案(an),逐一跟蹤(zong)檢查。一年來,在校(xiao)分管領導(dao)(dao)的指導(dao)(dao)、各部門支持、以(yi)及(ji)全體委員和(he)校(xiao)工(gong)會共同(tong)努力(li)下,較好(hao)地履行了職責,順(shun)利地完(wan)成了工(gong)作(zuo)(zuo)任務。

  1.做好提(ti)案宣傳工(gong)作,使(shi)廣大(da)教職工(gong)和雙代(dai)會(hui)代(dai)表(biao)加深對提(ti)案價(jia)值的認識:即提(ti)案是(shi)雙代(dai)會(hui)廣泛(fan)聯系群(qun)眾、集中群(qun)眾智慧、吸引教職工(gong)參與學校民主(zhu)管理(li)和民主(zhu)監督的一個(ge)重要途徑。

  2.保證提案調研(yan)時(shi)間。嚴格執行雙代會相(xiang)關規定,督促代表(biao)樹立群眾意識,平時(shi)注(zhu)意群眾反映,為提案準備信息資源(yuan),及時(shi)反映教職(zhi)工的意見和建(jian)議。

  3.準(zhun)確把握提案(an)的立(li)案(an)。凡(fan)是(shi)按要(yao)求提交的提案(an)表,原則上(shang)都予以立(li)案(an)。對于沒有立(li)案(an)的提案(an),即(ji)使是(shi)個案(an)或建議(yi),本著實事求是(shi)的態度認真對待和(he)處理。

  4.不斷提(ti)高提(ti)案(an)辦理(li)的(de)質量。一(yi)是規范提(ti)案(an)辦理(li)的(de)程序;二是加(jia)大督辦的(de)力度,跟(gen)蹤落實,確保能解(jie)決的(de)問題及時解(jie)決。一(yi)些因(yin)客觀原(yuan)因(yin)一(yi)時做(zuo)(zuo)不到(dao)的(de),則做(zuo)(zuo)好解(jie)釋(shi)工作,真正做(zuo)(zuo)到(dao)案(an)案(an)有回音,件(jian)件(jian)有交待。

  5.推(tui)動承(cheng)辦(ban)(ban)(ban)單位實施“一把手”工(gong)(gong)程(cheng),確保交(jiao)出滿意(yi)“答卷”。在提(ti)(ti)(ti)案(an)(an)辦(ban)(ban)(ban)理過(guo)程(cheng)中,絕大(da)多(duo)(duo)數(shu)承(cheng)辦(ban)(ban)(ban)單位一把手親(qin)自負(fu)責(ze),親(qin)自過(guo)問,從(cong)嚴要(yao)求、從(cong)快辦(ban)(ban)(ban)理,表現出對學(xue)校事業高度負(fu)責(ze)的(de)態(tai)度。人(ren)(ren)事處承(cheng)辦(ban)(ban)(ban)提(ti)(ti)(ti)案(an)(an)14件(jian)、意(yi)見和建(jian)議5個;后勤基建(jian)處承(cheng)辦(ban)(ban)(ban)提(ti)(ti)(ti)案(an)(an)11件(jian)、意(yi)見和建(jian)議12個。此類提(ti)(ti)(ti)案(an)(an)大(da)多(duo)(duo)是民生話題,直接(jie)關(guan)系到師生員工(gong)(gong)的(de)切身利益。在接(jie)到提(ti)(ti)(ti)案(an)(an)后,兩個部門負(fu)責(ze)人(ren)(ren)分別帶領(ling)有關(guan)人(ren)(ren)員,認真分析原因,限時辦(ban)(ban)(ban)理,并加強與提(ti)(ti)(ti)案(an)(an)人(ren)(ren)溝(gou)通,爭取(qu)提(ti)(ti)(ti)案(an)(an)人(ren)(ren)的(de)理解和支持。

  至(zhi)2013年底(di),在各承辦部門的大力支持和配合(he)(he)下,已(yi)全部答復提案人。承諾為教(jiao)(jiao)職(zhi)員工(gong)辦的年度5件實事中,書院論壇開始運(yun)作;電瓶車新增(zeng)了3輛;校(xiao)徽在進(jin)一(yi)步的改進(jin);校(xiao)園無線網絡(luo)在進(jin)一(yi)步的完善(shan);教(jiao)(jiao)職(zhi)工(gong)集資(zi)款這一(yi)歷史(shi)遺留問題(ti)正在處理中,學(xue)校(xiao)一(yi)如既往(wang)積極與上海(hai)(hai)思(si)博職(zhi)業(ye)技術(shu)學(xue)院聯系,責成(cheng)校(xiao)內有關(guan)公司按公司法(fa)合(he)(he)法(fa)、合(he)(he)理、合(he)(he)情地予以解(jie)決。3月20日,上海(hai)(hai)思(si)博職(zhi)業(ye)技術(shu)學(xue)院黨政主要領(ling)導帶隊來校(xiao)尋求(qiu)解(jie)決途(tu)徑(jing)。我們(men)將繼續跟蹤推(tui)進(jin),確(que)保教(jiao)(jiao)職(zhi)工(gong)的合(he)(he)法(fa)權益。

  綜上所述,上次(ci)會(hui)議64件提(ti)案中,不宜采用和難以落實(shi)的(de)共10項,占(zhan)15.6%;其余54件,已經落實(shi)和正在落實(shi)的(de)48件,占(zhan)75.0%;還有正在論證,經過努力可以完成(cheng)的(de)6件,占(zhan)9.4%。

  提案委(wei)員會(hui)向提案人發(fa)出《提案反(fan)饋(kui)意(yi)(yi)見評(ping)價表(biao)》,對職能部門承(cheng)辦的(de)64個(ge)(ge)提案給出“滿意(yi)(yi)”、“不滿意(yi)(yi)”、“無(wu)所謂(wei)(wei)”的(de)評(ping)價意(yi)(yi)見。統計結果(guo)為(wei):2個(ge)(ge)提案被評(ping)“無(wu)所謂(wei)(wei)”,5個(ge)(ge)提案被評(ping)“不滿意(yi)(yi)”,57個(ge)(ge)提案都被評(ping)為(wei)“滿意(yi)(yi)”,提案反(fan)饋(kui)意(yi)(yi)見的(de)滿意(yi)(yi)度為(wei)89.1%。

  五、存在問題和今后的打算

  提案工作與過去相比有進(jin)步,但仍(reng)然存(cun)在(zai)一(yi)些問(wen)題和不足(zu)。

  1.個(ge)別提案承(cheng)辦部門對(dui)所辦理(li)的提案重(zhong)視程度不(bu)夠,辦理(li)過程拖拉(la),辦理(li)質量(liang)不(bu)高。

  2.雙代會(hui)代表提(ti)案工作水平有待提(ti)高,特別是提(ti)案撰寫比較集(ji)中民生福利,而對學校發(fa)展大(da)局關注(zhu)度(du)不夠(gou)。

  針(zhen)對存(cun)在的(de)問題,我們(men)提(ti)出改進(jin)工(gong)作的(de)措施(shi):(1)加強與(yu)提(ti)案(an)承辦部(bu)門溝通,提(ti)升(sheng)他們(men)對提(ti)案(an)落(luo)實工(gong)作重要性的(de)認(ren)識;(2)在可能的(de)條件(jian)下(xia),對雙代會代表進(jin)行提(ti)案(an)方面的(de)培訓學習(xi),提(ti)高提(ti)案(an)工(gong)作水(shui)平。

  六、總結表彰

  經工(gong)會委員會評選,2013年度4個“優(you)秀提案”和2個“提案承辦先進單(dan)位”分(fen)別是:

  第(di)(di)一,鄭永森(sen)、張(zhang)臻、蘇文代(dai)(dai)(dai)表(biao)提出(chu)(chu)的“開設‘書院(yuan)(yuan)講壇’,推進書院(yuan)(yuan)制改革和(he)文化育人工(gong)作”;第(di)(di)二,麻(ma)小紅(hong)、魯林華、施(shi)蓓、朱方來、鮑薇(wei)薇(wei)、邱浩(hao)、肖景(jing)文、王群(qun)、張(zhang)雷(lei)代(dai)(dai)(dai)表(biao)提出(chu)(chu)的“公布學校(xiao)教(jiao)師(shi)集資(zi)款(kuan)運營(ying)狀態”;第(di)(di)三,郭剛、吳鋒、余菲(fei)、李放、尹(yin)向東、陳燕代(dai)(dai)(dai)表(biao)提出(chu)(chu)的“將無線(xian)網絡(luo)覆蓋整個校(xiao)區(qu)”;第(di)(di)四,袁述(shu)義、楊燕云(yun)、文小龍代(dai)(dai)(dai)表(biao)提出(chu)(chu)的“制作佩(pei)戴校(xiao)徽”。

  2013年度2個“提(ti)案承辦先進單位”分別是人事處(chu)、后勤基建處(chu)。

第二部分:本次雙代會提案和建議情況報告

  按照(zhao)學(xue)校《教(jiao)(jiao)職工(gong)代(dai)(dai)表大會(hui)(hui)(hui)工(gong)作細(xi)則》和(he)工(gong)會(hui)(hui)(hui)的有(you)關(guan)(guan)規定,校工(gong)會(hui)(hui)(hui)于今年3月初向(xiang)學(xue)校提交(jiao)了“關(guan)(guan)于召開第(di)五屆(jie)教(jiao)(jiao)代(dai)(dai)會(hui)(hui)(hui)暨第(di)六屆(jie)工(gong)代(dai)(dai)會(hui)(hui)(hui)第(di)二次會(hui)(hui)(hui)議的請示”,并于3月14日得(de)到校黨委批(pi)復,啟動大會(hui)(hui)(hui)的籌備(bei)程序,給各分工(gong)會(hui)(hui)(hui)發(fa)出(chu)了向(xiang)代(dai)(dai)表征集提案的通知。代(dai)(dai)表們圍繞學(xue)校發(fa)展、人事制度改(gai)革(ge)以(yi)及教(jiao)(jiao)職工(gong)所關(guan)(guan)心的問題(ti),認(ren)真思考(kao),深入調研(yan),廣(guang)泛聽取意見,負責任地提交(jiao)每一個提案。

  截至3月(yue)25日,本次雙代會(hui)共(gong)收到99份提(ti)案(an)表(見附件2)。分為教(jiao)學(xue)、科研(yan)、學(xue)生、人(ren)事、行政教(jiao)輔(fu)、生活(huo)服(fu)務(wu)及(ji)其它等方面(mian)。會(hui)后,提(ti)案(an)工作(zuo)委員會(hui)將(jiang)本著務(wu)實革新精(jing)神,對代表們提(ti)出的(de)提(ti)案(an)進行歸(gui)類整理,認真討論研(yan)究是否立案(an),同時(shi)送(song)校領導批示,提(ti)交相關職能(neng)部門落實辦理。
