第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙(shuang)代會(hui)第一次會(hui)議,共收到提案表126份,經提案委(wei)員(yuan)會(hui)專題(ti)會(hui)議審議后,歸類整理出(chu)64件提案、31個意見和建議、5個不立案議題(ti)。

  具體情況(kuang)如下(xia):(一)對(dui)符(fu)合(he)(he)黨和國家政策法規(gui)(gui),學(xue)校(xiao)(xiao)(xiao)有(you)條(tiao)件辦理(li)(li)(li),又確(que)實需(xu)要(yao)辦理(li)(li)(li)的提(ti)(ti)案(an)(an)(an),提(ti)(ti)案(an)(an)(an)委員會將80個議(yi)(yi)題(ti)整理(li)(li)(li)合(he)(he)并為(wei)64個正(zheng)(zheng)式提(ti)(ti)案(an)(an)(an);(二(er))對(dui)一些不(bu)(bu)(bu)(bu)(bu)(bu)符(fu)合(he)(he)立案(an)(an)(an)要(yao)求(qiu)但(dan)有(you)參考價值的提(ti)(ti)案(an)(an)(an),提(ti)(ti)案(an)(an)(an)委員會將41個議(yi)(yi)題(ti)匯(hui)總(zong)(zong)整理(li)(li)(li)為(wei)31個意見和建議(yi)(yi),匯(hui)總(zong)(zong)后轉送有(you)關職能部門,逐條(tiao)向提(ti)(ti)案(an)(an)(an)人回復;(三)對(dui)屬(shu)于(yu)(yu)個人問(wen)題(ti)提(ti)(ti)案(an)(an)(an)、或提(ti)(ti)出的問(wen)題(ti)正(zheng)(zheng)確(que),但(dan)已經解(jie)決(jue)的提(ti)(ti)案(an)(an)(an),以(yi)及(ji)一時沒(mei)有(you)條(tiao)件解(jie)決(jue)的,可(ke)向提(ti)(ti)案(an)(an)(an)人做出解(jie)釋的提(ti)(ti)案(an)(an)(an),則(ze)不(bu)(bu)(bu)(bu)(bu)(bu)予(yu)立案(an)(an)(an)。(四)5個不(bu)(bu)(bu)(bu)(bu)(bu)立案(an)(an)(an)議(yi)(yi)題(ti):第(di)(di)一,關于(yu)(yu)為(wei)來深探望子女的父母提(ti)(ti)供臨時住所(suo)的建議(yi)(yi)。不(bu)(bu)(bu)(bu)(bu)(bu)立案(an)(an)(an)原(yuan)因(yin):學(xue)校(xiao)(xiao)(xiao)西麗湖校(xiao)(xiao)(xiao)區(qu)設有(you)招待所(suo),可(ke)以(yi)滿足需(xu)求(qiu);第(di)(di)二(er),關于(yu)(yu)建議(yi)(yi)學(xue)校(xiao)(xiao)(xiao)為(wei)各二(er)級學(xue)院單位配備急(ji)救箱的提(ti)(ti)案(an)(an)(an)。不(bu)(bu)(bu)(bu)(bu)(bu)立案(an)(an)(an)原(yuan)因(yin):急(ji)救工(gong)作(zuo)涉(she)及(ji)面廣,針對(dui)性強,需(xu)要(yao)有(you)資質(zhi)的醫(yi)護人員正(zheng)(zheng)確(que)規(gui)(gui)范操作(zuo),建議(yi)(yi)將突(tu)發情況(kuang)及(ji)時報告(gao)醫(yi)務室或校(xiao)(xiao)(xiao)外醫(yi)療機構處(chu)置;第(di)(di)三,關于(yu)(yu)清理(li)(li)(li)辦公室毀壞桌椅(yi)的提(ti)(ti)案(an)(an)(an)。不(bu)(bu)(bu)(bu)(bu)(bu)立案(an)(an)(an)原(yuan)因(yin):無明確(que)地點;第(di)(di)四,關于(yu)(yu)修剪學(xue)校(xiao)(xiao)(xiao)內路邊的樹枝(zhi)的提(ti)(ti)案(an)(an)(an)。不(bu)(bu)(bu)(bu)(bu)(bu)立案(an)(an)(an)原(yuan)因(yin):屬(shu)于(yu)(yu)明喆物業(ye)綠(lv)化(hua)管理(li)(li)(li)日常工(gong)作(zuo);第(di)(di)五,關于(yu)(yu)校(xiao)(xiao)(xiao)門增加校(xiao)(xiao)(xiao)區(qu)標(biao)識(shi),設計考慮建筑風水的提(ti)(ti)案(an)(an)(an)。不(bu)(bu)(bu)(bu)(bu)(bu)立案(an)(an)(an)原(yuan)因(yin):不(bu)(bu)(bu)(bu)(bu)(bu)符(fu)合(he)(he)一事一議(yi)(yi)原(yuan)則(ze),其(qi)中一事提(ti)(ti)法亦不(bu)(bu)(bu)(bu)(bu)(bu)妥當。

  二、提案受理情況

  在落實提(ti)案(an)辦理(li)的過程中,學校工會多(duo)次召開提(ti)案(an)工作(zuo)委員會會議,及時與有(you)關(guan)的職能部門進行(xing)溝(gou)通,完成提(ti)案(an)處理(li)落實工作(zuo)。

  64件(jian)(jian)提案(an)涉及到教(jiao)(jiao)學(xue)、科研、學(xue)生、人事(shi)、行政(zheng)教(jiao)(jiao)輔、生活服務及其它等7個方(fang)面(mian)。其中“(一(yi)(yi))制(zhi)作佩戴校(xiao)徽;(二)開設“書(shu)院論壇”;(三)推進(jin)解決(jue)教(jiao)(jiao)職工(gong)集資款;(四)進(jin)一(yi)(yi)步(bu)完善校(xiao)園無線(xian)網絡覆蓋;(五(wu))新增(zeng)校(xiao)區電瓶車、方(fang)便師生員(yuan)工(gong)出行”等5件(jian)(jian)提案(an)確定為2013年度學(xue)校(xiao)為教(jiao)(jiao)職工(gong)辦理的實事(shi)。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提(ti)案(an)委員(yuan)會是雙(shuang)代會提(ti)案(an)落實的(de)最基(ji)本的(de)工作組織。本著(zhu)“提(ti)醒重視(shi),溝通交流,推動進程”的(de)工作原則,對(dui)與多部(bu)門相關的(de)提(ti)案(an),注重組織協調(diao);對(dui)常規提(ti)案(an),逐一(yi)跟蹤檢查。一(yi)年來(lai),在校(xiao)分管領導的(de)指導、各部(bu)門支持、以及全體委員(yuan)和校(xiao)工會共同努力下,較好地履行了(le)職責,順利地完(wan)成了(le)工作任務(wu)。

  1.做好(hao)提(ti)(ti)案宣(xuan)傳工(gong)作,使廣大(da)教(jiao)職(zhi)工(gong)和雙代會代表加深對提(ti)(ti)案價值的(de)(de)認識:即(ji)提(ti)(ti)案是雙代會廣泛聯系群眾、集中群眾智慧、吸引教(jiao)職(zhi)工(gong)參與學校民主管(guan)理和民主監(jian)督的(de)(de)一個(ge)重要途(tu)徑。

  2.保證提案調研(yan)時(shi)間。嚴格執行(xing)雙代會相關規定(ding),督促(cu)代表(biao)樹立群眾(zhong)意(yi)(yi)(yi)識(shi),平時(shi)注意(yi)(yi)(yi)群眾(zhong)反(fan)映(ying),為提案準備信息(xi)資源,及(ji)時(shi)反(fan)映(ying)教(jiao)職工的意(yi)(yi)(yi)見和建議(yi)。

  3.準確把(ba)握提(ti)案(an)的立(li)案(an)。凡(fan)是(shi)按要求提(ti)交的提(ti)案(an)表,原則上都予以立(li)案(an)。對于沒有立(li)案(an)的提(ti)案(an),即(ji)使(shi)是(shi)個(ge)案(an)或建議(yi),本著實事求是(shi)的態度認真(zhen)對待(dai)和處理。

  4.不(bu)斷提高提案(an)(an)辦理的(de)質量。一(yi)是(shi)規范提案(an)(an)辦理的(de)程序;二是(shi)加大督辦的(de)力度,跟蹤落實,確保能解決(jue)的(de)問題及時(shi)解決(jue)。一(yi)些因客觀原(yuan)因一(yi)時(shi)做(zuo)不(bu)到的(de),則做(zuo)好解釋工(gong)作,真正做(zuo)到案(an)(an)案(an)(an)有回音,件件有交待。

  5.推動承(cheng)辦(ban)(ban)(ban)單位實(shi)施(shi)“一把手”工程,確保交出(chu)滿意(yi)“答卷”。在提(ti)案辦(ban)(ban)(ban)理過程中(zhong),絕大多(duo)數(shu)承(cheng)辦(ban)(ban)(ban)單位一把手親(qin)自負(fu)責(ze),親(qin)自過問,從嚴要求、從快辦(ban)(ban)(ban)理,表現出(chu)對學校(xiao)事(shi)業高度(du)負(fu)責(ze)的(de)態(tai)度(du)。人(ren)事(shi)處(chu)承(cheng)辦(ban)(ban)(ban)提(ti)案14件、意(yi)見和建議(yi)5個(ge);后(hou)勤基建處(chu)承(cheng)辦(ban)(ban)(ban)提(ti)案11件、意(yi)見和建議(yi)12個(ge)。此類提(ti)案大多(duo)是民生話(hua)題,直接關系到(dao)師生員工的(de)切身利益(yi)。在接到(dao)提(ti)案后(hou),兩個(ge)部門負(fu)責(ze)人(ren)分別帶領有(you)關人(ren)員,認真分析原因,限時辦(ban)(ban)(ban)理,并加強與提(ti)案人(ren)溝(gou)通,爭取提(ti)案人(ren)的(de)理解和支持。

  至2013年(nian)底,在各承(cheng)辦(ban)部門的大力支持和配(pei)合(he)下,已全部答復(fu)提案(an)人(ren)。承(cheng)諾(nuo)為(wei)教(jiao)(jiao)職(zhi)員工辦(ban)的年(nian)度5件(jian)實(shi)事中(zhong),書(shu)院論壇(tan)開始運(yun)作(zuo);電瓶車新(xin)增了3輛;校徽在進一(yi)步的改進;校園無線(xian)網絡在進一(yi)步的完(wan)善;教(jiao)(jiao)職(zhi)工集資(zi)款這一(yi)歷史遺留問(wen)題(ti)正在處理中(zhong),學校一(yi)如既往(wang)積極與上海思博職(zhi)業技(ji)術(shu)學院聯系,責成校內有(you)關公司按(an)公司法(fa)合(he)法(fa)、合(he)理、合(he)情地予以解(jie)決。3月20日,上海思博職(zhi)業技(ji)術(shu)學院黨政主要領導帶隊來校尋(xun)求解(jie)決途徑。我們將(jiang)繼(ji)續跟蹤推進,確保教(jiao)(jiao)職(zhi)工的合(he)法(fa)權益。

  綜上所述,上次(ci)會議(yi)64件(jian)(jian)提案中,不宜采用和難以落(luo)實(shi)的共10項(xiang),占(zhan)15.6%;其余54件(jian)(jian),已經落(luo)實(shi)和正在(zai)落(luo)實(shi)的48件(jian)(jian),占(zhan)75.0%;還有正在(zai)論證,經過努力可以完成的6件(jian)(jian),占(zhan)9.4%。

  提(ti)(ti)案(an)委員會向提(ti)(ti)案(an)人發出《提(ti)(ti)案(an)反饋(kui)意(yi)見(jian)評(ping)價(jia)(jia)表》,對職能部(bu)門承辦的64個(ge)(ge)提(ti)(ti)案(an)給出“滿(man)意(yi)”、“不(bu)滿(man)意(yi)”、“無(wu)所謂”的評(ping)價(jia)(jia)意(yi)見(jian)。統計(ji)結果為:2個(ge)(ge)提(ti)(ti)案(an)被(bei)(bei)評(ping)“無(wu)所謂”,5個(ge)(ge)提(ti)(ti)案(an)被(bei)(bei)評(ping)“不(bu)滿(man)意(yi)”,57個(ge)(ge)提(ti)(ti)案(an)都被(bei)(bei)評(ping)為“滿(man)意(yi)”,提(ti)(ti)案(an)反饋(kui)意(yi)見(jian)的滿(man)意(yi)度為89.1%。

  五、存在問題和今后的打算

  提(ti)案工作(zuo)與過去相比有進步,但仍然存在一些問題和不足。

  1.個別提(ti)案(an)承辦(ban)部門對所辦(ban)理(li)的提(ti)案(an)重視程度不夠,辦(ban)理(li)過(guo)程拖(tuo)拉,辦(ban)理(li)質量不高(gao)。

  2.雙(shuang)代會代表(biao)提(ti)案工作水平有(you)待提(ti)高,特(te)別是(shi)提(ti)案撰寫比較集中民生(sheng)福(fu)利,而對學校發展大局關注度不夠。

  針對存(cun)在(zai)的(de)問(wen)題,我們(men)提(ti)(ti)出(chu)改進工作(zuo)的(de)措(cuo)施:(1)加強與提(ti)(ti)案(an)(an)承辦部門(men)溝通,提(ti)(ti)升(sheng)他們(men)對提(ti)(ti)案(an)(an)落實工作(zuo)重要性的(de)認識;(2)在(zai)可能的(de)條(tiao)件下,對雙(shuang)代會代表進行(xing)提(ti)(ti)案(an)(an)方面的(de)培訓(xun)學習,提(ti)(ti)高提(ti)(ti)案(an)(an)工作(zuo)水(shui)平。

  六、總結表彰

  經工(gong)會委(wei)員會評選,2013年度4個(ge)“優(you)秀(xiu)提(ti)案”和2個(ge)“提(ti)案承辦(ban)先進單位”分別是(shi):

  第(di)(di)一,鄭永森、張(zhang)臻、蘇文(wen)(wen)代表提出的“開(kai)設‘書院講壇’,推(tui)進(jin)書院制改革和文(wen)(wen)化育人工作(zuo)”;第(di)(di)二,麻小紅(hong)、魯林華、施蓓(bei)、朱方來、鮑薇薇、邱(qiu)浩、肖景文(wen)(wen)、王(wang)群、張(zhang)雷(lei)代表提出的“公布學校教師集資(zi)款運營狀態”;第(di)(di)三,郭剛(gang)、吳鋒、余菲、李放(fang)、尹(yin)向東、陳燕(yan)代表提出的“將無線(xian)網絡覆蓋整個(ge)校區”;第(di)(di)四(si),袁述義、楊燕(yan)云、文(wen)(wen)小龍代表提出的“制作(zuo)佩戴校徽”。

  2013年度2個“提案承辦先進單位(wei)”分別是人事處(chu)、后勤基建處(chu)。

第二部分:本次雙代會提案和建議情況報告

  按照(zhao)學校(xiao)《教職(zhi)工代表(biao)大會(hui)(hui)工作細則(ze)》和(he)工會(hui)(hui)的有(you)關(guan)(guan)規定,校(xiao)工會(hui)(hui)于今年3月初向學校(xiao)提交(jiao)了“關(guan)(guan)于召開第(di)(di)五屆教代會(hui)(hui)暨第(di)(di)六(liu)屆工代會(hui)(hui)第(di)(di)二(er)次會(hui)(hui)議的請示”,并于3月14日(ri)得到校(xiao)黨委批復,啟動大會(hui)(hui)的籌備程序,給(gei)各分工會(hui)(hui)發(fa)出(chu)了向代表(biao)征集提案的通(tong)知(zhi)。代表(biao)們圍繞學校(xiao)發(fa)展、人事制度改(gai)革以及(ji)教職(zhi)工所關(guan)(guan)心的問題,認真思考(kao),深入調研,廣泛聽取意(yi)見,負責任地提交(jiao)每一個提案。

  截(jie)至3月25日,本次雙(shuang)代(dai)會共收到(dao)99份提(ti)案表(biao)(見附件2)。分(fen)為(wei)教學、科(ke)研、學生、人事、行政教輔(fu)、生活服務及(ji)其它等方(fang)面。會后,提(ti)案工作委員(yuan)會將本著務實革新精神,對代(dai)表(biao)們提(ti)出(chu)的提(ti)案進行歸類整理,認真討論研究是否立案,同時送校領導批示,提(ti)交相(xiang)關職(zhi)能部門落實辦理。
